Meaningful Use


The Health Information Technology for Economic and Clinical Health (HITECH) Act provides HHS with the authority to establish programs to improve health care quality, safety, and efficiency through the promotion of health information technology (HIT), including electronic health records and private and secure electronic health information exchange. Under HITECH, eligible health care professionals and hospitals can qualify for Medicare and Medicaid incentive payments when they adopt certified EHR technology and use it to achieve specified objectives.

On July 13, 2010, the Centers for Medicare and Medicaid (CMS) announced the final ruling for the EHR Incentive Program based upon Stage 1 of Meaningful Use. Currently the federal government is working on establishing timelines and rules surrounding stage 2 & 3 Meaningful Use requirements. Stage 1 MU is focused on health care professionals using certified EHR technology to improve health outcomes in the following areas:

  1. Improve the quality of care, efficiencies and safety in treating patients
  2. Engage patients and families
  3. Improve population and public health
  4. Reduce health disparities
  5. Improve care coordination
  6. Guarantee adequate privacy and security protection of ePHI
